
On 30 September 2026, CryptoUK and The Digital Chamber published our joint response to the European Commission’s review of the Markets in Crypto-Assets Regulation (MiCA).
The Commission’s consultation is examining whether MiCA remains fit for purpose following its initial implementation and in light of developments in digital asset markets and the international regulatory landscape. The feedback received will inform the Commission’s formal review of MiCA and any potential future changes to the framework.
Our central message is straightforward: MiCA provides a valuable common regulatory foundation, and its next phase should focus on targeted refinement rather than fundamental redesign. The aim should be to preserve legal certainty, consumer protection and market integrity while making the framework more proportionate, workable and internationally interoperable.
Our response focuses in particular on:
- building on MiCA, with targeted clarification and simplification rather than reopening the framework wholesale;
- globally workable rules for stablecoins and access to international liquidity;
- activity- and risk-based regulation, particularly when considering areas such as DeFi, staking and lending; and
- greater proportionality and regulatory coherence, including addressing overlaps between MiCA and other EU financial services rules.
